Architectural agreement in Montgomery for Public Works building

The Montgomery Village Board discussed and unanimously approved an architectural agreement with Williams Architects for design and consulting services for a new public works building at the Village Board meeting Monday, through the Zoom video conference platform.

The Village Board reviewed the public works space needs analysis at the October 12 and October 26 Village Board meetings. Village staff members were directed by the Village Board at the October 26 Village Board meeting to move forward with an architectural agreement with Williams Architects.

The contract includes the option to continue design of the base building of 54,900 square feet and all three options through construction documents and bidding.

The Village’s website shows the architectural agreement with Williams Architects. The documents which are subject to attorney review includes the following:

1) Basic design services of the project – $1,010,000.

2) Additional design services (includes alternates beyond schematic design) – $131,000.

3) Additional consulting services – $116,500.

For the basic design services of the project, based upon the base bid project as outlined in the Board approved space study that has a total construction budget of up to $12,000,000, the fee will be a lump sum of $750,000.00. If the base bid project construction budget is increased by the owner for any reason beyond the $12,000,000 construction budget, the fee will be calculated based as follows, in addition to the base bid:

a. If the total completed construction cost exceeds $12,500,000 then the basic services fee will be increased by 5.5% of the amount that exceeds $12,500,000.

b. This includes the services for schematic design, design development, construction documents, bidding and construction administration phases of the project.

  1. The added fee for including the additional 19,000 square feet of garage area will be a lump sum of $150,000.00.
  2. The added fee for including the additional covered parking area will be a lump sum of $75,000.00.
  3. The added fee for including the exterior materials storage bins will be a lump sum of $35,000.00.
  4. To provide the added design services for the Project, based upon the Architect designing the base project of 54,900 square feet plus the added garage area of 19,000 square feet, the covered parking of 9,000 square feet and the material bins as a single combined project (therefore, all the fees from 1, 2, 3, and 4 from above are included) and as a base project with alternates to exclude each of the added garage area, covered parking and materials storage bins through each of the following phases:

a. Schematic design: No additional fee.

b. Design development: A lump sum of $36,000.

c. Construction documents: A lump sum of $89,000.

d. Bidding: A lump sum of $6,000.

e. Construction administration: Understanding the decisions on which, if any alternates are selected prior to the start of construction, no added services are expected and no added fee is needed.

• Justin VanVooren, director of Finance for the Village announced an estimated and proposed property tax increase of $2.3 Million for the Village of Montgomery.

State statute requires that the Village announce its estimated and proposed 2020 property tax levy at least 20 days prior to the passage of the tax levy ordinance. The tax levy ordinance is scheduled for approval December 14 in advance of the December 29 filing deadline.

A public hearing for the proposed property tax levy increase for the Village of Montgomery is set for November 23, at 7 p.m. at the Village Hall, 200 N. River Street. The corporate and special purpose property taxes extended for 2019 were $2,227,811. The proposed corporate and special purpose property taxes to be levied for 2020 are $2,303,941. This represents an increase of 3.42% over the amount of property taxes levied the previous year.

The property taxes extended for debt service for 2019 were $-0-. The estimated property taxes to be levied for debt service for 2020 are $-0-. This represents no change from the previous year.

The total property taxes extended for 2019 were $2,227,811. The estimated total property taxes to be levied for 2020 are $2,303,941. This represents an increase of 3.42% over the previous year.
