Restaurateur Steve Kapas and his mother, Pauline (Momma P.), describe their plans for a proposed restaurant, Monte Carlo Steakhouse and Bar, to the Plano City Council Monday. It is set to open in Plano in approximately six weeks. The Kapas family owned the Town and Country restaurant in Plano from 1947 to 2005. The property on U. S. Route 34 and West Street was given up to the State by eminent domain so it could be used to widen the highway. The Plano City Council met Monday at a special meeting and unanimously approved an additional Class E liquor license. The license is available for the proposed restaurant to go in the building at 209 West U. S. Route 34. The Kapas family purchased the building in 2005 which has remained vacant since then. Steve Kapas said they have tried hard to bring development to the Plano area with assistance from the City, but the development money hasn’t been flowing down Route 34 that far west, yet. He said restaurants have found difficulty in acquiring financing. The entire project, which will cost a little more than $1 Million, has been financed by the Kapas family. Jason Crane/The Voice
